In the state budget review, the government is proposing to increase the framework for the construction project to NOK 3,770 million. The new cost framework takes into account uncertainties, including those associated with the transfer of fragile cultural treasures that are nearly a thousand years old.
Earlier this year, it was found that work on the new Viking Age Museum could not be carried out within the framework set by the European Parliament, and so the project was scaled back. The project was modified to keep costs under control, and to begin the work required to move the collections to a new building.
In order to obtain the best possible knowledge base on cost control and construction project management after the reduction decision, the MOE brought in a new assessment from external quality assurance. In its report, consulting firm Atkins recommends greater consideration of the fact that this is a unique and complex project with significant uncertainty in many areas. Among other things, the transportation and insurance of museum holdings is largely a new business. Accordingly, the government is now proposing to include a greater margin of uncertainty in the cost framework, with the overall project framework being NOK 3,770 million.
